关于REI扣款不成功的问题，我该怎么做？

前几天在REI网站买了两件衣服，等了很久都没有信用卡扣款信息发过来，今天收到邮件，正文如下： For your security, we ask that you confirm ownership of your credit card by verifying a small amount (from $1.00 to $3.00 US dollars) which we have attempted to pre-authorized to your account. However, your bank has not accepted that request. Please call the bank associated with the credit card used on this order to find the reason.  You can reply to this email with the request to retry or with a new method of payment. Or, if it is more convenient, you can send a copy of your credit card billing statement or the front and back of your signed credit card by jpg attachment in reply to this email or by fax as verification. Our fax number is 001 253 891 2523.If you are unable to reach us via email, please contact us via telephone at 001 253 891 2500.To avoid delays in your order and possible cancellation, please reply by January 23, 2012. I apologize for any inconvenience and look forward to your response. 打电话给信用卡客服，对方说我的卡是正常的，扣款不成功不是银行的问题。那我应该怎么做？
